Planning Department

 

The Planning Department is responsible for coordinating the review of applications for development by the Town Board and Planning Board. Specifically, the types of applications and projects reviewed include:

  • Major Subdivision Minor Subdivisions
  • Join Microsoft Teams Meeting

     

    Commercial, Light Industrial, Industrial and Manufacturing Site Plans

  • Changes of Tenant and Use
  • Special Uses
  • Signs
  • Home Occupations
  • Telecommunication Towers & Co-location Antennas
  • Planned Development Districts

The Planning Department also advises the Town Board, Planning Board and Zoning Board of Appeals on matters relating to Town Zoning, Subdivision   Regulations, the Northern Halfmoon Generic Environmental Impact Statement, the Comprehensive Master Plan, SEQRA (State Environmental Quality  Review Act), Addressing, and Stormwater Management (MS4). The Planning Department serves in a support capacity for the Town’s Zoning Review Committee, Trails & Open Space Committee and Business & Economic Development Committee. Planning staff also implement and coordinate the Town’s Road Dedication procedures and issue Zoning Compliance letters when requested.

Announcement - Zoning Board of Appeals Alternate 

The Town of Halfmoon is seeking candidates interested in an appointment as an Alternate Member of the Halfmoon Zoning Board of Appeals.  The Zoning Board of Appeals is Responsible for the exercise of the powers and duties described in Section 165-79 of the Halfmoon Town Code, which includes the hearing of appeals by applicants from decisions of the Planning Board and Enforcement Officers and interpretations of the Town Code. Alternate Members are expected to attend monthly Zoning Board of Appeals meetings and are seated when a Board Member is absent or recused. Alternate Zoning Board of Appealsw Members receive $163.50 Annually, provided they attend at least 60% of the meetings throughout the year.

Town of Halfmoon Comprehensive Plan 

Solicitation for Comprehensive Plan Implementation Committee (CPIC) Members

Letter of Interest & Resume Due:  April 10, 2026

The Town of Halfmoon is embarking on the “next step” in the Town’s Comprehensive Plan Update process and is looking for volunteers from the community to help guide this effort with a new “Comprehensive Plan Implementation Committee”.

In March 2025, after over two years of analysis, meetings and public workshops by the  Comprehensive Plan Update Committee, the Halfmoon Town Board adopted the Comprehensive Plan Update. While this was a major accomplishment for the Town and community, the new Plan was never meant to be approved and placed on a shelf. The Comprehensive Plan Update was intended to be a living document, providing a blueprint to guide the Town for the next 20+ years. 

Accordingly, Halfmoon Town Supervisor Kevin Tollisen and the Halfmoon Town Board are now seeking to convene a committee of diverse interests and backgrounds from the community, to assist the Town with implementation of the Plan. The Town is currently working with a consultant in developing the scope of what this “next step” of implementation will look like and we need volunteers. The Town is seeking interested candidates that have some knowledge of local history and current development and land use in the Town. While relevant land use experience (engineering, law, planning, real estate, etc.) is helpful, it is not required. Most importantly, candidates should be willing and available to volunteer their time, share their opinions and proceed with an open mind towards implementation of the Plan.
